Banks ‘should scrutinise Fifa transactions’

Banks haven’t done enough to police suspicious activity by Fifa officials, says the Financial Action Task Force.

London - A global group of government anti-money-laundering agencies said that financial institutions have not done enough to police suspicious financial activity by officials at soccer's global governing body Fifa, and cautioned banks to step up scrutiny.

The warning from the Paris-based Financial Action Task Force came in the wake of last month's indictment by the US of nine current and former Fifa officials and five business executives on a series of corruption charges, including bribery, money laundering and wire fraud.

With the US investigation continuing to widen, and a separate Swiss probe gearing up into whether there was corruption involved in Fifa's awarding of the hosting rights to Russia and Qatar for the next soccer World Cups in 2018 and 2022, the warning will add to banks' concern about handling certain soccer accounts for organisations and individuals.

Some European and US banks had already stepped up scrutiny of Fifa-related accounts and at least one said it had stopped handling Fifa business for some time because of corruption allegations.

In a statement FATF said that “recent reports about alleged corruption and money laundering activities on a large scale by several high-ranking Fifa officials underscore how important it is that financial institutions identify and monitor high-risk customers”.

It said that financial institutions “do not appear to have given a sufficient amount of scrutiny to the financial activities of the officials concerned, as many of these allegedly corruption-related transfers passed through the international financial system undetected.”

FATF, whose members include the US, China, Brazil, Switzerland and many other European countries, said that an “ongoing public debate about the integrity of an entity should raise flags to financial institutions. As a result they should treat customers that are related to that entity as high risk customers.”

Reuters was told about the statement, which appears to be dated June 16, by a European official with knowledge of the Fifa case. It can be found through a Google search but does not appear to be accessible through the FATF website. FATF officials could not be immediately reached for comment on why that was the case.

While the indictments were only issued on May 27, for many years there has been widespread media coverage of alleged corruption at Fifa and its regional affiliates, including several books published on the question in the past nine years. There had also been news reports about the FBI probe.

One question being asked in US banking circles is whether banks are acting quickly enough to flag activity once they have had subpoenas for information about an account from the authorities, said one source close to the industry.

Also in March, in a routine report on narcotics control that was little noticed at the time, the US State Department expressed concern about how loopholes in Swiss law which affected Fifa had created potential for corruption and money laundering. The report is commonly used by U.S. banks to assess the risks associated with foreign customers and correspondent banks.

“Sports associations like the International Federation of Association Football (Fifa) or the International Olympic Committee are not businesses but associations. They do not pay taxes and, as associations, are exempt from the Swiss anti-corruption legal framework,” the State Department said in the report. “The exception provided to these entities makes them more vulnerable to money laundering activity. The government should consider efforts to change applicable laws with respect to these organisations, many of which are suspected of corruption,” it said in reference to the Swiss government.

Despite all the warning signs, the indictment outlines dozens of questionable transactions that banks in the US, Europe and elsewhere allowed to go through, many of them in the past few years. In the indictment, US prosecutors say that the defendants and their co-conspirators relied heavily on the US banking system to promote and conceal their schemes.

The acting US Attorney for the Eastern District of New York, Kelly T. Currie, told a news conference when the indictments were announced on May 27 that bank actions would be reviewed to see if they knowingly facilitated bribes. The banks concerned have not been accused of wrongdoing.

Still, some bank officials said they were concerned about how much is being asked of them.

From the bank perspective, bribery and corruption payments “are hard to find and follow” because “they often, but not always look like legitimate business,” said a senior compliance officer at a large US bank.

“We're doing what we do with all matters like this, looking at the data we have - which is not complete in the context of a bribe - and working with law enforcement to try to sort it out,” the source said.

One compliance officer at a British bank asked: “What, am I supposed to research? Who the marketing guy is at each shoe company who makes decisions about promotions tied to players and then watch his account to see if he receives an extra $50 000? Where does it stop?”

Spokespeople for the four biggest US banks JPMorgan Chase , Wells Fargo, Bank of America and Citigroup all declined to comment on the FATF statement, as did HSBC Holdings in London.

FATF has expressed concern in the past about soccer being a vehicle for money laundering. In 2012, the group issued a warning that as the sport grew, “the investment of money into the sector has increased exponentially, and some of this has criminal connections”.

“Despite the rapid growth and high-visibility of the football sector, however, football's regulatory structure has not yet caught up with these changes,” FATF warned then.

Earlier, in July 2009, FATF issued a 40-page paper entitled “Money Laundering through the Football Sector”. The document said that soccer faced numerous vulnerabilities to money laundering, including a lack of professional management at various levels.

FATF said that it would be discussing the issue at a meeting the group is holding, starting Sunday, in Brisbane, Australia, including “whether any further standards or guidance are necessary or whether the current standards are adequate if properly applied.”

The involvement of anti-money-laundering monitors in current investigations of Fifa corruption was highlighted last week by Michael Lauber, attorney general of Switzerland.

Lauber, who announced his Fifa investigation on the same day that US authorities revealed the indictments, told a news conference in Berne last week that his investigators were examining sets of suspicious transactions related to Fifa.

He said that these transactions included 104 banking relationships, some of which involved multiple accounts, as well as 53 suspicious transactions which had been flagged by Swiss financial institutions to Switzerland's anti-money laundering agency, known as the financial intelligence unit.

Vina del Mar, Chile – Lionel Messi is used to being sought after by fans, celebrities and even fellow professionals but he was still caught by surprise when Jamaica’s DeShorn Brown asked for a selfie following Argentina’s 1-0 Copa America win.

Argentina won Group B with Saturday’s victory, their second at the tournament in Chile, and were waiting on Sunday to find out who they would face in the last eight after the final round of Group C matches.

Striker Brown, who had been substituted near the end of the match at Vina del Mar, picked up his cellphone as soon as the final whistle went and ran onto the pitch to find Messi.

“I had thought about it before the match so that’s why I took (the phone) to the bench. As soon as (the match) finished, I took the picture,” Brown told Reuters.

“Messi is the best in the world, a star, and that’s a photo I’ll have as a souvenir all my life.”

Argentina’s captain laughed as he recalled what had happened.

“He surprised me. On top of that I was annoyed about how the match had gone despite our win. But when I saw the phone I realised what was going on. It’s really nice when a colleague asks me for that,” Messi said.

Argentina were all over Jamaica in the first half and should have had more than Gonzalo Higuain’s early goal. They hit the bar twice before losing the initiative alarmingly in the final quarter of the match.

They managed to defend their lead and avoid what happened in their opening match when they gave away a two-goal lead to Paraguay who scored twice in the last half hour for a 2-2 draw.

“In the first half we created lots of chances, we found the spaces but couldn’t score another goal,” said Messi, who was making his 100th appearance for Argentina.

“It got tougher for us in the second half, the rhythm dropped and we played much more slowly, that’s a fact... I don’t know if it’s a physical issue, I don’t know why it happened to us.”

Messi said Argentina would have to improve for the knockout phase if they want to win their first major title since the 1993 Copa America in Ecuador.

“That was our objective, to finish first (in the group) and think about what’s to come. Another Copa starts now,” he said. – Reuters

London – Liverpool will cover most miles of any Premier League club in pre-season preparation, closely followed by Manchester City, according to British media reports on Sunday.

The days of gentle friendly matches close to home are long gone for England’s biggest clubs, keen to exploit commercial possibilities in markets like Asia, Australasia and North America.

Liverpool will play in Thailand, Australia, Malaysia and Finland between July 14 and August 1.

That means flying more than 38 624km, according to the Sun on Sunday newspaper, which estimates Manchester City’s two matches in Melbourne will take them more than 33 796km.

Champions Chelsea have again chosen the US for a series of matches in July before returning home in time for the traditional Community Shield match at Wembley on August 2 against FA Cup winners Arsenal.

Manchester United also visit the US, playing in Seattle, San Jose, Berkeley and Chicago.

The biennial Barclays Asia Trophy starting on July 15 takes place in Singapore for the first time and features Arsenal, Everton and Stoke City, plus a Singapore XI.

But West Ham United, under new manager Slaven Bilic, will be the Premier League team with the shortest summer break.

Johannesburg – Following a comfortable 3-0 win over Mauritius in their African Nations Championships (Chan) first-leg qualifier, Bafana Bafana coach Shakes Mashaba says their opponents were far from intimidating.

“I don’t think one can rate them as a team that would scare us,” said Mashaba after the match at the Dobsonville Stadium, on Saturday.

“Even if we go out and play them in Mauritius I don’t think there will be any danger with them.”

A three goal blitz in the first half, orchestrated by Siphelele Ntshangase with two goals helped the home side dominate their opponents.

After Mashaba’s side had gone without a goal in three successive matches, they have now notched up five goals in the space of a week following their 2-1 friendly win over Angola on Tuesday in Cape Town.

“I think we played according to the plan. It’s always a problem against people who come for a draw and park the bus,” said Mashaba.

“That means we still work on our players’ match intelligence. We need to know how to dismantle a team like this. At some stages we were playing right into their hands, we were going where they parked the bus, rather than stretch them going on the wings and scoring goals.”

While Mashaba used a number of young players to field a full match-day squad after the side had been ravaged by player withdrawals. Despite the resounding scoreline, Mashaba said the national team was not the place to blood young players in top level football.

“At club level players should be exposed to these kind of things. As soon they come to the national then they’ll be ready. If you look at the youngsters we brought in today they did very well,” said Mashaba. – ANA

From the resulting set-piece, Bafana scored their opening goal. A short corner was taken before the ball was sent in by Van Heerden and Thamsanqa Gabuza at the far post was unmarked as he smashed the ball into the roof of the net to make it 1-0.

Two minutes later, Bafana doubled their lead as Mandla Masango reeled off a defence-splitting pass. Midfielder Ntshangase was clinical with a first-time shot from close range to grab a 2-0 lead for his side.

Masango had a great chance to make it 3-0 to the hosts, but his goal-bound attempt from inside the area was tipped inches wide of the target with less than 10 minutes remaining in the first period.

Bafana, however, did manage a third before the half-time whistle. Ntshangase completed his brace a minute before the break. Receiving the ball on the edge of the area, the Black Leopards player took the ball away from two defenders before blasting the ball into the back of the net.

Just before the hour mark, Van Heerden had a free-kick saved by the Jean-Louis in almost identical fashion to his earlier attempt as the ball was narrowly tipped over the crossbar.

Cape Town – After three cancelled training sessions due to player unavailability, Bafana Bafana finally held their one and only training session ahead of the first leg 2016 Chan qualifier against Mauritius which will take place on Saturday at the Dobsonville Stadium (kick-off at 3pm).

Bafana Bafana was this week rocked by player withdrawals with 12 of them leaving camp after Supersport United, Kaizer Chiefs, Mamelodi Sundowns, Bidvest Wits and Ajax Cape recalled their players from the national team camp – only 10 remained in camp leading to cancelled training sessions.

Head coach Ephraim Mashaba went looking for replacements and managed to call-up more players – six of them were able to attend the squad’s only training session to bring the number to 16 – just 24 hours before the clash with Mauritius.

Two more players have since arrived in camp – Madisha Modjeka of M. Tigers and Ndumiso Mabena of Platinum Stars. This means eight players have heeded the national team call up, bringing the total number of players to 18, with one more expected tonight – Wandisile Letlabika of Bloemfontein Celtic.

“It doesn’t matter who you play for or against, preparation is very crucial. Normally the day before the match we hold our practice session at the match venue where we are given about an hour, and there is not much you can do in that time, so we had to change the venue so we can have as much to train as we want. But the flip side is that it is just 24 hours before a match so you also can’t over train – we had to try and find a balance,” said Mashaba.

“We have to go out there and do it, even if we have 13 players we will go and play because we don’t want South African football to be in bad books. The fixture is there and we have to honour it. What is happening is not something one can be happy about. This is a good thing to happen so that people can know what is happening and what we are going through.”

Mashaba has also issued a warning to Mauritius that despite Bafana Bafana’s challenges they must come prepared.

“There are those who when they hear the news of the challenges will be more motivated to come and play, and have more energy because the opponents are not organised. But at the same time it is a danger to them if they think because we have struggled to assemble a team the match will be a walk in the park, they are making a big mistake. These boys will also want to do well and hoist high the South African flag,” said the Bafana Bafana mentor.

“We have called up a few players but the challenge is that some of those players don’t have passports – and without it you cannot play. The whole thing that has happened is an administrative issue which I don’t want to dwell on, it will not help, we have a game to play and we will go and play. It’s not the first time this happens.”

A negative result for the national team will have far-reaching consequences in future.

“I have spoken about the Fifa rankings and said that a bad result will put us at a disadvantage when it comes to being seeded for tournaments. What has happened here will lead to that. Some nations will be seeded and we will be placed in difficult groups which will put a further strain on the team to qualify for those tournaments,” added Mashaba.

The coach believes this matter has affected everyone, including the players.

“Even though I don’t want to talk on behalf of the players, I can safely say they must be feeling bad. There is no one who can be happy about this situation, and the players are no different – whether the ones who have been recalled by their clubs or those that have stayed with the team.

“Eventually it will affect the performance of those who will play because psychologically they can’t be fine. But we have to soldier on and be like professionals,” said Mashaba.

Three more players were expected to report for national team duty, hours before kick-off.

London - Former Chelsea and England striker Kerry Dixon has been sent to prison for nine months after assaulting a man in a pub in his hometown of Luton in May 2014, the BBC reported on Friday.

The 53-year-old, who won eight caps for his country and is Chelsea's third highest goalscorer of all time, was convicted of the offence last week.

Luton Crown Court judge Barbara Mensah described Dixon's attack as “shocking and sickening to watch”.

The former footballer, who made one brief substitute appearance at the 1986 World Cup in Mexico, denied the assault and told the court he had acted in self-defence.

Dixon scored four times for England and netted 193 goals for Chelsea during nine years at Stamford Bridge between 1983-92.

The striker also had spells at Southampton, Luton, Reading, Millwall, Watford and Doncaster Rovers. – Reuters

The striker was dismissed at the end of Brazil's defeat by Colombia on Wednesday for his part in a fracas after the final whistle.

CONMEBOL said in a statement it had suspended him “as a consequence of his dismissal and incidents after” the match at Santiago's Monumental Stadium.

Chilean referee Enrique Osses said in his report of the match that Neymar had waited for him in the tunnel and insulted him as he headed for the dressing rooms.

CONMEBOL, which also fined the player $10,000, said Brazil had the right to appeal.

The South Americans have one remaining group match, against Venezuela on Sunday and could then face three knockout matches if they reach the final.

Neymar was central to the fracas at Monumental Stadium two days ago.

After the final whistle he kicked the ball hard at an opponent. Colombia reacted angrily and almost every player on the pitch was involved in pushing and shoving.

Colombia's Carlos Bacca was also shown a red card and had been suspended for two matches, CONMEBOL said.

Neymar's absence will be a huge loss not just for Brazil but for the entire tournament. Along with Argentina's Lionel Messi, he is the biggest name.

He inspired Brazil to victory over Peru in their first Copa game before being frustrated by the Colombians in a tetchy re-run of their World Cup quarter-final last year.

Football fan Fateh Kerar, 44, said the Ireland national team assistant manager had followed him in his black 4x4 before confronting him “aggressively” in Altrincham, north west England, in January.

But judge Duncan Birrell at Manchester Magistrates' Court said the prosecution evidence was “riddled with inconsistencies and improbabilities”, although he suggested Keane “probably will regret getting out of the car.”

Kerar earlier told the court “I love Roy Keane” but that he had been left shaken after the former midfielder swore and made a 'V' sign at him.

Keane's lawyer Stuart Denney called the incident as a “storm in a tea cup”.

The cabbie explained that he spotted the 43-year-old Keane after pulling over at a bank to allow his passenger to draw money.

“He was looking at me very aggressively, saying something in his car,” he said. “I couldn't hear him. He was looking at me very aggressively.”

On setting off, Kerar said Keane immediately followed him.

“He jumped from his car and he was swearing,” he added. “I could hear from him his Irish accent, he was very mad.”

Kerar claimed he “was shaking” when he eventually dropped off his passenger before reporting the incident to Altrincham police.

Keane's representative asked why the plaintiff had then contacted the Manchester Evening News, and whether he was courting publicity.

“No. I want this court to punish Roy Keane, what he did to me,” he replied. “I don't want publicity.”

Denney said Kerar had gestured to Keane to smile and urged him to “cheer up” as they waited at traffic lights.

Keane wearing a black suit, said he was “relaxing” when he noticed Kerar.

Keane said they acknowledged each other with a nod but then the cabbie had made a “smirking gesture.”

Kerar's passenger Hothan Isman told the court that Keane was “staring towards us.”

“Mr Keane got out of his vehicle and walked over to our taxi and he was shouting and moving his hands around and being aggressive,” she added. – AFP

Bafana ravaged by withdrawals

Bafana have been ravaged by no fewer than 12 withdrawals ahead of their Chan qualifier against Mauritius.

Johannesburg - Bafana Bafana have been ravaged by no fewer than 12 withdrawals ahead of their African Nations Championships (Chan) qualifier against Mauritius at the Dobsonville Stadium, on Saturday.

The squad of 23 which did duty against Angola in a 2-1 international friendly win in Cape Town now has just 11 players left, with coach Shakes Mashaba left scurrying to bring more players in ahead of their clash on the weekend.

The remaining players are Thapelo Monare, Itumeleng Khune, Jackson Mabokgwane,Marc van Heerden, Mandla Masango, Sphelele Ntshangase, Gift Motupa, Vuyisile Wana, Bonginkosi Ntuli, Tshepo Gumede and Thamsanqa Gabuza.

Bafana were originally scheduled to have a training session at AW Muller Stadium at the University of Johannesburg on Thursday morning, before it was rescheduled to the afternoon. The session was later cancelled. The SA Football session initially said the session had been scheduled due to unforeseen circumstances.

The session was rescheduled for Friday morning, and then again moved to later in the day. Safa then finally revealed the team had been dealt the withdrawals blow and was the reason behind the players not training.

Since the biennial tournament began in 2009, Bafana have participated twice and reached the quarter-finals in 2011. They did not manage to make it out of the group stages in 2014, when they hosted the tournament.

The event is unique in that only players who participate in local football leagues can be eligible for selection.

Whether clubs will heed the desperate call of Mashaba to release players remains to be seen.
