City have beaten off interest from Chelsea, Manchester United and Arsenal to sign the 18-year-old Bursaspor striker.
The Turkish club’s president, Recep Bolukbasi, confirmed the deal on Thursday.
Unal scored a staggering 182 goals in 110 games for Bursaspor’s youth team before becoming the youngest player to strike in the Turkish league and be capped by his country.
He will have a medical before completing a transfer that is worth an initial £500 000 to Bursaspor, building to £2m, and includes a 10 per cent sell-on clause.
Providing he receives a work permit, Unal will start with City’s Under 21 squad and is likely to be the club’s only new striker this summer.
City are focused on strengthening in midfield and the wide areas, with Raheem Sterling, Paul Pogba and Kevin De Bruyne their top targets.
